need a custom built website designed and developed

Hi All , i am looking to get a website designed and built from the ground up, the site is an activist organization designed to represent the individual through the means of automated petitioning. it will deliver your petition to the source. the website is also a social network with its own identity. it will have three components, we need to make all three attractive. We will begin with the introduction. 1. Introduction: Our colors are orange and white, so I would like to see an orange frame and in the frame would be white clouds and coming out of the clouds would be the (the logo). If you have seen the Simpson’s intro, then you know what I am talking about. It doesn’t have to be animated unless it looks more attractive. Once the logo appears, at the top right there should be the word members sign in here. Underneath that would say if you are not yet a member click here. When the member signs in, there will be the planet earth which will represent global unity. The background will be orange. When the three sections appear (social, debate, and petition), the background will go blurry so that only the three words will be visible. At the bottom of the page will be terms and conditions, about us and so on. That would be the intro. 2. Social Site: There will be three sections to click on, social, debate, and petition. When you click on social it should have something like welcome first name. Then there should be other options. When you enter the social room it should be an orange frame and the background white. I was hoping the individual can chose what color they would like. It would be a picture of the member and below will be like how many friends she has and how many family members she accepted. There will be a point where they can have private chat with or without video. There can be more added especially if the designer feels that something can really work to improve the social room. 3. The Debate Room: The debate room will be the first that I know about. There are bloggish style websites, but they look like blog sites and that is not what we want. This is where I am going to need help from the creator. People can enter the debate room and see their choices. There will also be a yearly tournament that will start 2017. There can be up to 64 players and only one can become champion and win a large grand prize. They will have to pay to join the fun. When you join the debate room, there should be a picture of two podiums, one on the left and one on the right. In the middle will be choices so forget the drop box. There should not be any drop box if you hover over the word debate. All the choices will be between the two podiums. When you click on to the debate room, there should be something that will prevent kids from entering. Not sure what the color should be. When you enter a discussion, there will be the two podiums smaller and at the top and under the podiums will be the person’s topic. Then under that will be everybody’s response. It will go in order so they will just keep talking to one another in this manner. If you go to don’t hate debate on Facebook, you will see what I am talking about. 4. The Petition Room: The whole concept for this company is our petition site. Once you enter the petition room there will options like create a petition, read petitions, not sure what else because once the petitioner submits his or her petition, it will have to be reviewed for at least 4 days before we determine if it can be posted or not. This will be another section where the creator and I can work on. The color once again should be orange and white. When you click on petitions, there should be pictures of people in poverty, big corporations, people gathering, and much more. It needs to have a look of people frustrated. This is a broad ideal of what I am looking for. I am hoping for more input from the designer
