Service or other best practice for monitoring Microsoft ISA 2004 firewall service

I have ISA 2004 server as a parimeter firewall and need a custom .net console/service or other best practice for? monitoring the Firewall and Logging service.? When these ISA services stop I need them to be restarted,? and if the logging service stops because of the SQL server being unavailable I need the log service to switch to local text logs.?
