Finish Review Site - PHP, SQL, STATE AND CITIES IMPLEMENTED - repost

I had another developer work on my site outside of freelancer and was suppose to finish it in one month which turned into two months and now three. Basically, fixing issues from a bad developer that I met here. Site needs: 1. Slider like Yellow pages that Features check boxed featured business in admin panel ( this has been done but the images do not show up and the design around the slider was not completed. The features were partially done already and database already made. Business photo I think needs to resize if upload by claimed user to fit into slider. Please look at yellow [login to view URL] slider I want it just like it. 2. Fix the java-script light box in admin panel (when edit business listing its suppose to show up in light box which the other developer broke). Add all States and Cities in Location Settings - I mean all cities too. 3. Need a change location like yellow pages that takes user to a sitemap that shows State and Cities and if they click on state it will goto another page that shows all cities for that area but these if clicked will take user to that changed listing please take a look closely at yellow pages change location and sitemap structure. 4. Now, if a user claims a listing they will be able to see edit listing for their claimed business if admin approves it. I want it so that the business photo can be overwritten or that owner can upload a new one if they are the claimed owner. I have samples test users on the site already that claimed as the owner so that this edit listing will show up. Need them to be able to upload a new business photo at anytime if they are the owner. On the search tool on the top of site I want it so that not only the city shows up but the state also that they are located at. The script I used is encoded in admin files so some decoding might be needed by freelancer to fix or add functions needed. Its legitimate copy so no worries on that note. ----------------------------- This project if done right will lead into several company projects needed. I will not release any money period till the project is done. This is a mistake that I made with this other developer. If you have skills to get this done you should have no worries at all on my request. I have a lack of trust from developers here. I got coached to do the project outside of FreeLancers and will never do it again or pay ahead of time till the work is done. So, please do not ask for me to release anything - Everything will be escrow as a completed project. I am an honest company and I expect the same from others. Developer will need to provide a Skype and works done before. Looking for a developer for future project that will pay very good money if they can prove to get this done right. My time frame needed 15 days or less. I lost three months with other developers and will not play games with this time frame. I am a developer also so I can provide help to get this done. Like I did with other developer for GEOIP issues and got that fixed because of me. Need serious developer that knows there stuff not like most here that will say they can do it no mater what.
