Quote on Apple Push Notification System

I need a Push Notification System that can be used in the following way: I have multiple users from multiple businesses using the same admin dashboard with different logons (obviously) On an Admin panel: User creates a message and presses send. The message will only be sent to their business followers. I need the database to store device registrations as well as business followings for each device. Once the message is ready to be sent code will get all devices that are registered to follow the business and send the message to those devices. On the device: The user can select from multiple businesses to view their info. When the user selects the site, the phone should register over http to follow the business. The APNS should also poll the feedback server and de-register any followings and then archive or mark the device as dirty. Please include in your quote how you will perform the above, what technologies (node.js? RoR? php? mysql? postresql? ) and what services you will use. The code needs to be secure and well written. Easily portable to other projects also. Also note if an Android type push system can be implemented also. Looking forward to working with awesome developers!
