Penpal script site design

Only people with experiance in penpal dating sites need apply I am looking to build a penpal site for Australian prisoners. It will be pretty basic. It is a free site and we will be uploading photos and prisoners details as prsioners do not have access to the net. stuff like name, age, release date, crime, interests, hobbies etc. I don’t want a dating site if people fall in love great but this I want is for the boys and girls that do not have family. People that want to write to inmates will register for free. They will be able to search via sex, age and location. It would be good if say they get a heap of results showing small thumbnail shots (about 10 or 20 per page scrolling down) and then they click on the picture to open that inmate’s profile. Email verification and members basic details such as name city country age group etc we do not want to record to many personal details. This is pretty much what I require so if you could send me a cost and any demos would be appreciated.
