Premium contnet distribution and payment platform

To create a payment and transaction processing platform in support of a creative content site or sites (multi-language skins). The site(s) need also be designed and coded. The sites will offer premium content such as music, original video clips, games, articles, reports etc. uploaded by 3d party clients (content providers; sellers) and made available to view/download by registered users only (Web users; buyers) for a one-time fee or periodic subscription made through an e-wallet with multiple-currencies. Both the sellers (content providers) and the buyers (Web users) will need to be registered and have accounts/e-wallets with us with control panels allowing to manage quick and secure content submissions/requests, process the transactions, view the account balance and history of recent transactions, as well as buy, transfer and/or cash out the credits in the wallet. The credits should work as virtual currency, specific for the site and its affiliates (3d party sites, including Facebook, MySpace and possible YouTube); the user should be able to buy them via PayPal a debit/credit card or SMS (m-payment); the content providers should be able to cash out the credits "on demand" or via periodic out-payments, using direct deposits, PayPal or cc refunds. Details to be provided to a qualified bidders. It is a large and complex project, requiring creativity and expert knowledge of advanced application and database design and control (in virtual environment), virtual currency and multi-currency payment processing, and CMS that includes text, graphic, video and music files. An UML will be required. Only experienced service providers need to apply. The winner will have to provide references and sign a strict, legally binding contract.
