A database and associated coding to assist in outbound calling by homeworkers from a centrally hosted database (SQL?). As it will be used by homeworkers all code must run on all versions of Windows.
The database must integrate with Skype for the calling, I believe Skype do already provide an active x control to facilitate this.
A degree of fully automated calling (as apposed to live agents) must also be available. A program such as VoiceChum (available on Skype website) would facilitate this.
Script prompts must be user changeable depending upon user answers.
All actions/outcomes must be recorded in the dbase and suitable reports built to summarise activity by agent/date etc.
Diary follow up actions must also be available and auto triggered where appropriate.
This database must be capable of managing seperate calling campaigns.
Of course it must be secure and only accessed by named & authorised agents.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Hosted database would probably be MS SQL server running on Windows server. Agents must be able to run on all versions of Windows. Agents may not have Access so I believe the free runtime program would suffice? Or would .net be better?
