Facebook Page Finder / Scraper

I need a tool or script for a client that finds busy active facebook pages and produces a list of pages in a txt file.. It must find pages that anyone can 'like' and it must only find pages that have a wall that can be posted on. The client needs to be able to choose the minimum amount of 'likes' the page has and also the amount of times it has had a post on its wall in the last hour. In other words if the client selects '3' the program or tool must check to make sure 3 posts have been made on the wall in the last hour. This can be done by selecting the fans only filter on the page and then seeing how many times the word 'minutes' appears on the page. This is basically to find pages that are active and have a lot of activity, if you know of any other methods then plz let me know. My budget for this is $30 and would prefer it to be done in visual basic but if you have a better idea then it will be considered. We also need this doing fast so plz only bid if you can start work on it straight away.
