Simple game app for Android (and ideally Iphone as well)

I would like to create a very basic app for a drinking game my friends and i play. We call this game "lazy Luca". The rules of the game are: "It can be played with a maximum of 6 players and min of 2. The game works in hour intervals, starting on the hour. The game should work on just one persons mobile phone that is passed around. The phone should buzz on the hour and then each player slides a token/coin towards a predetermined target – from the bottom of the screen to the top of the screen edge – with the closest to the target without hitting the target being the winner for the next hour. If all players hit the target, another round of throwing ensues. Once a winner is determined for that hour, this person then holds the “lazy luca” virtual card for the following 55 minutes. This virtual card can be played at any point in the following 55 minutes, in which the loser/s have to stop and perform the “lazy luca” within five minutes of the challenge being issued. The Lazy Luca (virtual card) is drawn from a bank of 15 random activities (e.g., "Hi-five a stranger" or "drop and do 20 press ups"). I would like this game available on both Anroid and IPhone (but would also be willing to see quotes jsut for Android). I think registering users, the timing, random selection of lazy luca cards etc will be pretty straight forward, but making the swipe of the coin from the bottom to the top edge will be challenging part of this build...
