iPhone/Cloud Based Stock Control System

Hi, We are a rapidly growing small construction business offering our skills to the domestic market around Lincoln, UK. Each of our vans stocks around 200 lines of different stock products and we require a Cloud based computer system composed of 3 separate parts. 1.) Cloud based server software which can be run on a Windows PC. 2.) An administrator login which can be accessed from our webserver which allows for administration of products, users, stock locations, inventory, vendors, etc. 3.) An iPhone app which allows us to make stock alterations on the fly. The app will be able to scan barcodes generated by the administration program which will contain information of both product and location. I.E scanning the barcode will allow the app to detect the product and which van/location it is in. The iPhone App will comprise a login where usernames and passwords (set by the administration program) must be entered. There will then be a main screen with the following options: - A.) Create order B.) Pull Inventory (allocate inventory to a customer name for a job) C.) Receive Inventory (book an order from suppliers into the vans) D.) Take Inventory (stock taking function) E.) Add Back Inventory (return inventory not used on a job to the van, again with an option to input the customer name for us to bill them properly) F.) Find Item (basic search to find an item by name or part name, showing locations and quantities for said items) G.) Transfer Inventory (to swap inventory between locations) H.) Create Item (to add a new product) These items may be restricted on certain accounts in the administration program. I would much rather pay a one off fee for someone to design something for us though than pay costly ongoing fees to run this software. I am unsure as to how much this will all cost so please do not take a huge amount of notice of our budget. I'm after some prices at this stage and will then make an informed decision from there. No issues at all with the job going to anyone from outside the UK but a good grasp of English will be essential for this project to be a success. We are also happy to agree to staged payments once certain milestones are met but only once work stages have been completed, i.e. no money up front. Thanks!
