The project composed from two phases, the first phase is to solve the optimization problem by any suitable optimization method to find the optimal solution, or by using any approximation method to find sub-optimal solution. The second phase is to do simulation using matlab. The attached file will describe the mathematical model that needs to be solved.

I can do this via linear or non-linear programming to begin with. For Phase 2, I will use MATLAB as you stated. In the document you attached, I cannot find Table 1 or reference 25, which can help with calculation of interference factor I(ijkrst).
