Electricity Usage Monitoring Mobile Application using IoT

I would like this software to be developed for Linux using Python or Java. 25% of the total budget will be released after you show me 25% work. Please don't ask me for awarding the project and creating the milestone without showing the work. Budget will not be increased at any cost. We want a Mobile App for Electricity Usage Monitoring Mobile Application using IoT, Machine Learning and Artificial Intelligence. 1. There should be an App which will be connected with Electricity Meter through some centralised database. If somebody is trying to do electricity theft then app should inform admin that this meter is being tempered. 2. We should be able to check in the App that on this particular date this much electricity consummation was done. There should be a database where we could feed the details about our gadgets that we have these gadgets at home of work place, (i.E we have 2 AC, 2 TV, 2 Fridge, 2 RO, Gyser, Power Plugs etc. then when ever any of those gadgets is used, App should tell us that this Gadget is using this much energy and this bill if generated after we switch of the gadget. 3. We should be able to control all the gadgets to be used at your home and workplace and should be aware that this gadget use this much electricity. 4. Users can generate the readings. App should work without internet and with internet also. 5. Users should know their unbilled usage and billed usage. App should be smart enough to tell us that how much energy is consumed by which gadget. 6. It should help users to know that how much electricity is consumed on which devices they are using and if it is not need they it will be automatically switched off. It should be customisation app so that whenever any changes are needed, we could do. 7. There will be user account as well as admin account, logo design will be at developer's end.
