Build simple SEO friendly website

Want to create a web site with nearly 10 pages including 1 contact form page 1. Pages can be php or html. But page should be of light weight. 2. Should have header page and footer page for easy modification 3. Should be search engine friendly. Site should be an SEO magnet! 4. Use minimum standard template. bootstrap and some JQuery is fine 5. Integrate a sig in,sign up and password reset form (already created) with the new site's matching skin 6. There is already a place holder page so all that needed is to create the page and upload them.
