Freelancers Blacklist

Need a website to create a forum that alerts the consumer about possible fraudulent activities from freelancers and/or independently raitings. This project can't be associate by the Freelancer Site in any form. This is an idea that cames to me based on my experiences with some freelancers. I want a site where the people can tell the whole story. How do we protect the good freelancer, well, the forum needs some validations from the user in order to eliminate comments with bad intentions. This idea is good for all of us that wants to make good bussiness with trust in the freelancer that we choose. And obviouslly, more satisfaction for the customer (no surprises). Actually, it's good for this site too. The programmer should contemplates the ability of some freelancers to bypass the blacklist like for example, using other user/alias. This should be a project that may be developed for free with the contribution of all the good freelancers that are here. But I'm willing to pay to prevent that other customers receive disapointments and lost time, like me.
