60-90 second 'Disruptive Innovation' 2D video explainer

New 60-90 second video project: "Disruptive Innovation Explainer" Our previously posted project was not awarded so this is a new one for a 60-90 second video: "Disruptive Innovation Explainer". We require 1 or possibly two 2D animated characters to voice our script: one male (possibly) and one female, speaking in either neutral UK English or neutral US English. MESSAGE: We want the video to show how outdated and rigid purchasing regimes used by large corporations to solve their problems are stifling innovation. We must send the message that changing these purchasing processes actually encourages innovation in problem-solving. CONTEXT: Traditionally, large corporations specify a solution to a problem when looking for answers. Our storyboard uses the simple example of one corporation needing to get a package from A to B. They specify the design of a traditional means of transport, meaning that designers can only come up with either a horse and cart, or a pickup truck. This is just reinventing the wheel and has stifled innovation. What they SHOULD be doing instead is carefully explaining what problem they have (getting a package from A to B) then let problem-solvers design new and innovative ways of getting the package from A to B. Please ignore the content of our storyboard (mostly still images with some video) used to convey our message, it's just to give Freelancer video producers who pitch for this project an idea of what we want.
