Get an existing PHP / AWS Site working on a new IIS Server

I have taken ownership of a PHP web site that was previously stored on an Apache Server and used MySQL on Amazon AWS for database storage needed. I am not a PHP developer, my own architecture is all Microsoft IIS and ultimately SQL Server. I have set-up a Windows Server 2012 R2 development server with IIS with PHP enabled and a copy of MySQL Server with the databases set-up with the data in them. I require somebody who is able to get the PHP site working by installing the appropriate components on my server (e.g. Laravel Composer) and edit the PHP configuration files to point to the local MySQL server databases rather than AWS. Server access will be via Remote Desktop. The task will be complete when the working development site can be accessed via it’s IP address without database connection or configuration errors. I am a .net developer/owner myself so after this initial development version is up and working I will require a developer to support me with PHP edits/development but also lead the conversion of the site from PHP to C# or ideally vb.net. This could turn out to be a longer term role for you. The server has been set-up with only this application/database to run on, you will have full administration access to this for the duration of the project/working together. Key skills are: • Set-up and configuring an existing PHP site – installing server software/components as required • Editing the PHP code to use the local instance of the MySQL database instead of the Amazon AWS version of MySQL • Ability to log into my server via Remote Desktop • Ability to program ASP.net using VB.net or C# for further work down the line.
