Android Browser with SQLite database

Situation: One of our potential customers is interested in a browser based CRM program from a vendor. The vendor's program is a secure webpage where our customer's employees will input information into the browser the browsers' fields and then send and receive that information to the CRM vendor's SQL webserver. Issue: Puling and sending information from the CRM's server through the browser of an android device can take too long and in some situations our customer's workers are in areas where there is no 3G data service. Objective: Our goal is to create an android browser/application which will display the CRM company's page and allow our customer's workers to input information onto that page, then when a call or store data query is made through the browser (instead of it making a request from the webserver) we want the query to be pulled or sent to a local SQL (or SQL lite database) saved locally and securely on the android device. This way data can be updated and sent to the CRM's webserver in the background. Allowing the information to be saved or retrieved locally, and displayed in an android browser, will greatly improve our customer's experience when using the CRM program. This way information can be updated with the CRM's webserver in the background (when data signal is available) and not impede the worker's productivity with slow load times. This exact model is available from the CRM company when using a windows device. They can save an SQL database locally on the hard drive and have the information put in the browser fields sent to the local SQL database and when signal returns the changes are sent in the background to the CRMs web server. The programmer hired will be working collaboratively with this CRM company to reproduce this on an android tablet.
