Content Managment System Needed

Hello everyone, I would like a cms website created which is similar to www.gifdump.com. What I intend to do with the website and idea is totally different. What I am looking for on the Front-end, A site like [login to view URL] which allows users to "submit" images. I want the tabs to be on the left side rather than on the top of the content. I also want a "Popular" tab which allows users to choose images that are popular "Today" "Yesturday" "This Week" "All Time". I want a tab with "Tags" that are most popular also for "Today" "Yesturday" "This Week" and "All Time" I want a tab that is labelled "Fav Searches" which lists all the search keywords used on the site. They should be able to choose "Todays Keywords" "Yesturdays Keywords" "Popular Keywords" I only want 28 images to be displayed on the page. I want the first image to be a banner. (It will look like a regular image that is submitted but is actually a banner, like [login to view URL] has) I want the owner of the banner to have somewhere that they are able to track hits to their banners. I want users to be able to vote on images. I want the images hotlink proof, instead make an option to download them. I want 2 spots available to put some google/yahoo ads. I want users to be able to choose between SFW images and NSFW images.(I want this to reflect on the banner space purchased also. If the banner is NSFW I don't want a SFW user to see it.) I want it so that all images uploaded get a thumbnail created automatically to be displayed on the front-page. What I am looking for in the Back-end, I would like to be able to manually submit images to the site. A place to reject/accept images that have been submitted. A place that I can manage client banners, add clients, remove clients, edit info, section it as SFW or NSFW etc. A place to manage the google/yahoo ads. A place to edit images info,size,thumbnails and tags. There are a lot of smaller details that will need to be added. I don't want to type EVERYTHING in here. I will wait for some interest and see what the offers are to design such a thing. BTW: This website needs to be FULLY FUNCTIONAL. I don't need "just the code" ..or "just the design" ..I need to have something that I can install on my server and voila! get going on running a website. If you've ever used/created a CMS you should know what I'm talking about. I can always do designs in photoshop etc if it's needed and would make the cost cheaper but I prefer a full creating of what I am looking for. Thanks and looking forward to hearing from you all. The whole point of searching freelancers is to get services that would be cheaper than going to a huge company to do.
