Computer programmer needed: Database- Medical Translation -- 2

**Note: I'm looking for serious bids on this project ("throwaway" bids of $10 and $20 will not be considered), from candidates who are comfortable speaking English. This project was previously posted on this site several months ago, but we went with a local freelancer who fell through. As such we are seeking another programmer.** We want to create a database where bilingual volunteer medical translators provide translations for migrant and refugee populations. Each medical translation would be translated from English: recorded in written form and audio form (many migrants are not literate in their native language), and eventually made available to doctors around the world-- but for now I just need a system that collects translations. Volunteer translators would be asked to input their languages manually (along with their latitude and longitude), because the system would need to match up location-specific translations with patients (example: we would want a Haitian patient being seen in Holland to be matched with a Haitian-French medical translation and not a generic French translation). The system would allow translators to modify translations for their language: so each written translation would have to be permanently saved with the identical audio file as they can be modified. Users within the system would then verify each others' translations, and this would also have to be noted within the database. (In this way we are trying to build a kind of blend of a Wiki and a kind of social network) Again, at this point we need a database that would collect data about volunteer translators and translations: "opening" the database for hospitals around the world to use would be a separate project. I have a feeling that a lot of this could be done using already-existing third-party plugins (to record audio, for example), but it would be nice for the programmer to explain a bit about him/herself, past projects, etc. This was previously a university project that didn't receive funding. The idea is to provide a database of free translations for medical facilities who are receiving many migrant patients and have no translators for them. At this point I'll have to pay for it out-of pocket myself. The hope is to open it as a not-for-profit open database (a wiki) at some point. The idea is proprietary and is currently patent pending.
