Your budget is too high. You can get quality programmers for a smaller per hour rate also. I have been programming with drupal for at least 7 years now and will do it for 15/hr instead. Your budget does not allow smaller bids. yes Web programmers charge 80-120$ per hour which is normally my fee but for a site that already exists, the work required is simply not that extensive.
