College student website

I am looking for a web designer to create a new site from the ground up. we are abandoning our old site [login to view URL] We need a new site that's more "hip" and appeals toward the college crowd. the site will include minor social networking including a classified section, and relevant informational articles on college type services The photo attached is a general idea. The site also needs a fully functioning administration back end administrator portal for uploading advertising, and managing content including RSS feeds etc. programing language and components of site to be discussed with designer. The website will be used at 30 different colleges around the US. the admin tool should be able to create new sites without knowing HTML as well as manage advertising and other components on multiple schools at once. Dynamic drag and drop components on main page is also something we would like (kind of like Google's start page) The idea of this site is to make it a local students start page so we will want basic plugins that students can ad the the front page including weather, rss feeds, etc.
