Build a custom windows based app (live video stream+live editing) + 1 play store app(very simple) -- 2

We want a custom windows based app. Its an informal that is wont be used at client side but in company office. we are looking for experienced freelancers only. The win based app must take the live video stream from a google play app (our app only) and stream it further to youtube,facebook live or any other. Note that we are starting with basic things and will add things in future projects so Few features need to be incorporated in app. If you are onto website design and can explain how cloud based servers can be used please mention. We will definitely like to work with one single company/person for future projects also. Formal agreement may also be signed or freelancer NDA. More diverse portfolio you provide the better will be chances. You are free to increase budget of course but let us know what you offering.
