Build an Online Learning Platform

Need an online E-Learning system created for prospective students. Can be built on a separate website, but require the system to be able to hold the traffic on their server. Person awarded this project must ensure the following can be met: 1. Prospective student can register for the course with their personal information then pay for the course online through Paypal, credit card, debit etc. 2. Each module will record the time they spent on that module 3. Session will time out after a certain amount of time of inactivity 4. There needs to be some sort of way for the student to get direct contact to an instructor should they run into an issue or problem that they cannot understand on the course (Ie. Skype, Google hangout, or simply giving them a number to call) 5. A mini 3 question test at the end of each module 6. A final test at the end of the course with a pass or fail after they reach the minimum pass mark. 7. If they pass they receive an instant certificate designed by us with the students name on it. 8. We must receive notification of some sort of new students registering and completing the course successfully. The person who takes on this project must also know how to: 1. Work with online learning platforms and system such as LMS and Joomla and Moodle 2. Know how to create and design a website Due to the complexity and the importance of getting this project done right we want someone who has experience in creating online e-learning system for companies. We want to see previous projects you have completed and or demos if possible.
