build 1 html file

Hi, this is not a design job or and also not a javascript job. The job is urgent and has to be finished TODAY. HTML experts won't even need 2 hours for that. So I look forward to a great bid. We would like to implement a html document which has to look like the attached image within an iframe. So the inner HTML document which can be seen at the image has to be written in html. There is a close button, 3 graphical buttons which can be copied from the image and two div boxes. One has to be a placeholder (white background) and the other has text inside. It is all explained within the attached image. Payment: not in advance and no escrow as we are a reputed company in Germany. Payment on delivery via paypal as it is free of fees. Do only bid if You are able to satisfy and if You accept the condiditions. We will not negotiate (delivery time, payment) after awarding the bid, of course!
