Create a simple windows program

I need a simple program that will allow users to login to the program with a user name and password they created. the program should be a file that can be used on any modern windows computer. The file should allow users to browses the internet, and allow for multiple tabs to be opened at the same time. I need the program to automatically reload/refresh the current tabs that are open every set amount of mins. once the page reloads, The program should sound an audible and visual alarm until the user clicks on a confirmation button. Once the the user has clicked the confirmation button the clock will restart and the process should recycle until the user clicks the end button. Admin box should give data results about users. The program should track user's days and time they login, and how many clicks (the amount of times they clicked confirmation button).
