Assisting setting up scalr for PHP / MySQL application

We have a basic PHP application that accesses a MySQL database. However, the application can be subject to thousands of concurrent requests that need responses within the normal subsequent response (our application in a small VPS typically responds in less than a second). When we scale up the application the application naturally slows down. We want to be able to scale up the application. This project is to implement, via [login to view URL] and Amazon EC2 / S3, a simple autoscaled PHP based application. The project winner will be need to configure a server role at Scalr using our development credentials and provide a simple step-by step of what they did to set this up. The role should have load balancing to ensure a fast response. Some degree of load balancing among mysql instances, perhaps thru mysql proxy, should be implemented so the web application only points at one mysql server which then distributes the request. Basically only those individuals familiar with Scalr should bid on this project.
