Cross Platform Mobile IDE

The reason for putting up this post is I need an idea about how much this project will cost. And to get a better idea of which way would be better to go. All input is appreciated and if the budget is acceptable and your skill level is up to the standards we require then we'll award you the project. What we are needing in a nut shell is pretty much V-Play ([login to view URL]). For those of you who don't know this is a qt plugin that is very successful and easy to use, but there are things about this software which we think we can do better. So the aim is that we want to build a Cross Platform Mobile development IDE with Qt Creator. This software will do pretty much everything and more of what V-Play. The IDE will use the qt creator as the underlining framework (Not sure about the legalities behind this, but it must be possible as V-Play have done it). So all of our components will be exactly the same as Qt Quick syntax and use the already existing qt components. So for instance in our IDE they would type Page{} (same as V-Play), and in the underlining system it would be a QmlComponent{} which would get all inherited properties etc. The IDE is going to be a lot more targeted to mobile dev though. Right now you have a lot of options that are very platform specific for eg. You still for what ever reason have an Android Manifest. I personally don't think this is needed as a computer should be able to make this file from a script. Our aim is to get rid of all these small tedious tasks, hide as much of these things as possible and to make mobile app dev as simple as possible. The IDE will also have an XCode type story board mode for app layouts etc (But not as in-depth. More just for a visual representation than anything). There will be a certain amount of functionality in this page for eg. Adding pages and navigation etc (But this is still just very hearsay and nothing is set in stone yet). The text editor will have to have an exceptional level of professionalism (Very similar to XCode also with code hinting etc - This will all be done in the design after a solid plan is set). The text editor will have a lot of similar features of the qml editor currently in Qt. There will be a built in console that will need some extra functionality that is very similar to "php artisan" with laravel. This will have a lot of functionality like "php artisan make:scaffold" which in our framework this will make views, models and controllers etc. The IDE will use all the compilers and system vars that qt currently uses. The Views Designer will be also very similar to the XCode designer for apple as its very elegant and easy to use. The guidelines of our framework will be quite strict in the way the user will put components together (I will do into a lot more detail at a later date) before being translated into a qml file/view. The Qml syntax and way of coding is beautiful and very easy to understand so we would like to keep Qt as the underlining system if possible. This is absolutely the easiest way and the way we want to go. The second option is everything we just mentioned about above (Signals, qml syntax, Components etc), but being translated and ported into Ruby on Rails (This is a far harder option but we're up for suggestions). We only want people bidding who have lots of c++ experience and preferably in Qt creator.
