Community website

Hi there, i need a website coded for my local community, i have a website design already so all i need is it to be coded. the 'template' can be found at [login to view URL] as this is a community project we don't have much $£ so we're tyring to cut our costs, i have ot a few quotes off people i know but they were all over budget, here is what i'd need coded 1. Membership section - a lot of coding, biggest bit People can register through a register form with validation and must provide certain details then must confirm their email address to activate their account. Then they can login to the site. There will be four membership statuses: (a) unconfirmed member - email address not activated yet (b) confirmed normal member (c) councillor (d) admin When councillors login they will be shown a link to their blog section (point 3 below) all members will be provided a link and have access to their own User Control Panel (1b) When Admin's login they will be shown an 'admin area' link. 1b. Members control panel - members can upload pictures of themselves and edit their personal details. 2. Comments section - Only members can login to post comments, but all members can view (?) Set up like a scaled down forum with various categories (news, discussions etc) comments are listed with the amount of views the post has had and the amount of replies it has had. Ip's are also recorded to prevent abuse. Could also be a limit on the amount of posts a day? and flood control to prevent spamming. I'll also allow bbcode so people can write in italics and bold etc. Members can also delete and edit their own comments. 3. Councillor section - councillors have access to their own blog where they can add, edit and delete their comments. Comments are then viewable to the public (perhaps you should have to be a member to view the comments?) They can also upload a photo of themselves. 4. Admin Area - also a big section. Members with admin privileges can: - view/edit/delete comments - view/edit/delete members & member status - view/edit/delete councillor comments - view/edit/delete subscribers - add/edit/delete gallery images (gallery section 5) 5. Gallery section front-end - where the images added in the admin area are viewed. 6. Forms - contact form - emailed to rhys when completed with validation and - subscribe to mailing list form. I'll combine 5 & 6 Ok that's the lot, sections that I think you could also include: (a) a news bit - you can add/edit/delete news articles in the admin area. the news is sorted by date and can be auto archived on a news archive page? (b) comments on gallery pictures? - people logged in can comment on the pictures? (c) also you allow people to signup to a mailing list - but what do you do with the names once you've stored them? do you want me to install a mailing list script? (d) also adverts do you want me to install a banner rotator? if so we would need to do this first so we wouldnt have to change all the pages afterwards. (e) do you want anything to be approved before it shows up on the site? like users photos, comments etc? you could be emailed when someone adds something with a link to approve or reject a submission.
