Create New Handshakes Theme

Looking for an expert in MySQL, PHP and graphic design. Previous experience in DZOIC Handshakes is required as the developer must be functional in using the smarty tool. We have already bought the script and have it located at http://www.rateyourdoc.net. Right now it is the plain version theme of Handshakes. Here is what we are looking for: Change the current theme of the site graphically to have the look and feel of a webmd, doctor or physician site. An example of a site that has already created an updated handshakes theme is http://www.mygoodfriends.com. Create a Logo Move the Advertising Bar above like mygoodfriends and create multiple advertising sections through the admin section using he smarty tool. 3 are already defined and the rest can be defined by you as you design the page. Change the rate section of the script to be able to rate a doctor or practice, instead of a picture. Users must be able to anonymously view doctors ratings, search, add their doctors and then be able rate them on 10 different items (we will give them to you). Please have a site or 2 available in your portfolio that uses handshakes. No payments will be made until projects are completed and tested. Note**This is only phase one of this project and we are also launching 4 other new sites. Some of them will need to be in flash and ASP. The ideal person or group would have experience in Flash, ASP, PHP, FLASH, MySQL, MSSQL and graphic design as well, because we are looking to give repeat business to the right person/group.
