Business guide

I need a new website created. Currently its [login to view URL] The layout will be given by me, what i need done is to have an admin/client login facility system where each business can add their details for their listing and show up on the guide once its added, paid and approved by me. When a business wants to get listed, they will choose the package they want, then make payment and go into the site to add their business details and banners if they have any. Businesses should be able to add their details, images, gallery, banners and txt or pdf documents and edit them from their control panel. Make payments, upgrade their accounts and view invoices. The listings will need to show up in random order in each category (like photographers, reception venues etc) and banners througout site. So this all will need to be done on a database. each business should be able to see how many people have clicked on their listing and banners in their admin panel.
