Build a Website with a searchable weather database

The main part of this website is the searchable database. I have weather information for 150 cities, by day, for a 2 year period. Users will be able to select a date range and criteria (e.g. for July 1 to July 7, average temperature over X, Precipitation under Y, and Humidity under Z) and the site will return all cities meeting that criteria along with the weather specific data for each the matching cities. The database and the website can be 2 separate jobs, but I would prefer to hire one person to create the website and the weather database. IMPORTANT - If you are bidding on the project, let me know 1) WHAT LANGUAGE/PLATFORM YOU WILL USE TO WRITE THE DATABASE 2) WHAT PLATFORM YOU WOULD USE TO DESIGN THE WEBSITE THAT THE DATABASE QUERY WILL WORK ON.
