BIOS Network Message

I need a program, that will update a database on the internet with the date and time the computer established a network connection. It will do this soon as the computer establishes a internet connection. I will provide the location of the database later. BUT!!!! This program shouldn't be installed on the hard drive. It should be installed on the motherboard somehow. So if i were to format my hard drive, or change my hard drive, it wouldn't affect the program. This program must also have an option to remove it from the motherboard. During the installation of the program, the user must create a user name and password for that program. After the installation the program will only by accessible by entering in the correct username and password. The installation also must detect if the program is already installed, if it is already installed it would simply put a shortcut on the desktop, so the user can access it. The username and password should be saved on the motherboard as well. This program must by pass all firewalls, it shouldn't be detected by any firewalls. The code must be documented. Buyer will receive exclusive and complete copyrights to all work purchased.
