Adjustments to a video streaming script

I own a website for video streaming which is now in Arabic although it has multi-language support built in which lets the user switch between different languages. problem is that those other languages are not indexed by Google and the title/tags are always in the same language. I'm interested in making this website work in English too which will be [login to view URL] and it would have a copy of the current website just in English. The too versions should use the same videos and not duplicate ones which means that the English version would have a slightly different links saved in the database when uploading. The user (on both websites) should be presented with 3 Extra options of choosing the title/tags/categories of the website in the other language. so each time someone posts a video he'll have the option to enter all languages for that video. You can assume that the upload process is working fine already and all you need to do is install this script on a different directory and make those slight changed in the performance of the website. Please note that making the website work in a different language should not take any work since the website already works in English - you just need to set it from the admin panel. This project should be straight forward for a Senior PHP developer and financial resources are a big issue here so please provide me with the needed work hours for this project.
