Build Non-Reciprocal Links for IT site

Looking for someone to build non-reciprocal links for site offering services for web masters, ISPs, network administrators and etc. We will provide a link and text. The site is multi-lingual, and links could be done in English, German, Spanish and French. We do not offer link exchange. So, for the most part links must go to directories, blogs, etc.. It should be only sites related to IT industry or be placed under IT category if it is a general directory. No networks of sites, link farms, or free for alls. One link per site only. No Paid Links. The minimum PR (Google PR) of the site where link is placed should be at least 3. We will pay based on PR of the sites, so we are looking for several bids. For example, we will pay $100 for 100 links on sites with PR3, $150 for PR 4, $200 with PR 5 and etc. This is just an example. Provide your bid for 100 links minimum for each PR.
