Custom HTML Document with Transparent Background and Browser

We are looking for a freelancer to create a HTML document with a transparent background, mapped areas, pop-up’s, and hyperlinks in a transparent browser. The HTML document contains mapped areas with no borders and have a transparent backgrounds. Meaning when the HTML is displayed the mapped areas cannot be seen and as the document has a transparent background you can see through the document. All that is visible is the Desktop. I will now call the combination Browser / HTML document as the ‘Overlay’. With strategically placed mapped areas within the HTML document, when you mouse-over a mapped area, a border will become visible, identifying the mapped area, and an adjacent screen-tip pop-up will describe the feature inside the mapped area of the Desktop. When the mapped area is right clicked, a separate browser will open and display a HTML file with more detailed information about the mapped area. Example of how the overlay will be used. A photo of a man is displayed on the monitor. A specific Overlay is created for the image of the man. When the overlay is made active (browser presents the invisible HTML document) by pressing function key F1, the person viewing will only see the photo of the man as everything is transparent. When you mouse over the man, a border will identify the mapped area and pop-up will appear describing features of the man. If you right click, a secondary HTML document will display and provide in-depth features of the man. Press Esc to exit the secondary HTML. Press Ctrl+F1 to exit the Overlay. Described again - If you move the cursor to point at the mouth of the man a mapped area border will display around the mouth of the man, and a pop-up will say ‘mouth’. Right click the area, and the mouth will be described in a secondary HTML which is not transparent. Press Esc to exit the secondary browser. In our case we will not have a photo of a man, we will have an active running software program presenting graphic images. Screen shots are attached. Also examples of HTML’s to be used as Overlays are attached. We wish to use the Overlay concept to describe features of our software’s graphic images. So when our software is displaying a particular screen, pressing the F1 function key will activate the appropriate Overlay (Browser / HTML document) This will be activated by a SHELL command from the software containing the appropriate link to the Overlay (browser / HTML). The guts of the project. Choose or create a suitable HTML Editor where a HTML document can be created with a transparent background so as the ‘live’ screen image of our software can be seen through the HTML document, and the mapped areas can be created along with their screen-tip and hyperlink to the secondary browser and HTML file. In developing this project I would think it would be best to get the nuts and bolts working by hand coding random mapped areas to prove the concept. Then create a transparent HTML editor to create specific mapped areas, Pop-Up’s, and hyperlinks.
