First, there is multi-language support on your site, don't you just want to add ru to the list? Second, when you say the new site won't need a SHIPPING BASKET, I would expect you mean don't need a SHOPPING cart. We can either make a rule to not letting customer place an order, if later your needs arise you can then have your shopping cart back with easy setting changes, instead of re-building.
