Animated Flash Map

Hi- We are redoing a website that has a map that needs to be redone. The map is at [[login to view URL]][1], it is the first map you see when you go to the page. We want something similar, but hopefully nicer. We didn't do this website, some other company did and we don't have the source files for this map. We do have a jpg of the map, but it will need to be retraced in flash if you are going to make them popup when you rollover them. All the states need to popup when you rollover them, right now only some of them do. Each state will link to a page ([login to view URL], [login to view URL], etc.) so they will all need to be buttons. Also, the movie should be created so it is easy to change the background of the movie and the map. The client insists they want it on black but we want to try to convince them to put in on white, because we think it works better with the new design. This shouldn't be hard to do but I thought i would tell you that now. Please don't use any maps you have previously created, we want this created using the map that we have. We tried using another flash map that we had with this jpg and it didn't line up properly. Please keep file size in mind, we don't want a huge file on the home page of the site.
