Bidding System (similar to rentacoder)

Hello, I need a bidding system similar to rentacoder, but it will be for patents. There will be no payments made on the site, so there will be no need for a credit card gateway. Also, the design will be provided (in html), so you only need to concentrate on the functionality. There will be one central login that will allow access to all of the functionality. And one signup process with general information (phone number, name, etc). 3 major parts of the site: 1 - Patents for sale/license. User will enter a patent number, and 4-5 text fields. 2- Patent Agents and Attorneys for hire. (Must fill out profile) 3- Project postings (a lot like rentacoder). You post a project and people bid. Each account will need a rating system. Also, there will need to be an admin to approve and delete posts. The only other admin I will need is an admin to approve accounts. The site needs to be built on a Search Engine Friendly architecture. Bonus if you can use ISAPI or equivalent, but otherwise let me know how you're going to build an SEO compatible site. Dan ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform PHP, ColdFusion. It would be great if it was built with CF8, but I am open to either platform.
