Assessment Engine

I want to develop an assessment engine for Criterion Referenced Assessment. This will be a web-based application having following components: 1. Student Information management systems 2. Test Item bank 3. Adaptive testing logic 4. Reports 5. Administrative and maintenance features 3. Content authoring The test item will be MCQ, Fill in the blanks, Matching Pairs, Sequencing and Multiple MCQ. Each test item will be linked to predefined criterion. The website will be B2B and B2C site. Hence e-commerce requirement exist. The application needs to be developed using open source software to be deployed on a Linux box. Please quote stating your development strategy, software required for development,deployment and testing, time estimates and cost. Also state your experience of working on similar projects.
