ASP Programmer needed to build ecommerce shopping cart

We are looking for an ASP Programmer who can create a shopping cart from scratch that will be similar to the shopping cart provided by www.goecart.com. However, we would like to add some items to what they already feature in their top cart. We would like to add a new arrivals features to products as well as "Special", "Sale", "Featured" with an allotted time slot for this button to appear on the product. Also, we would like to add a fraud grading feature in the shopping cart that will provide how far billing address in miles is to actual IP customer used plus several other aspects. In addition, the shopping cart should be able to support multiple websites but sharing one stock. Also, a rewards system has to be implemented for customers. This is all in addition to what goecart already provides such as bundle kits, paypal/google checkout integration, UPS, USPS, Fedex integration, zoom feature, statistics, SEO Optimized etc. This is a big project and requires a very talented ASP programmer.
