Add additional pages and functionality to an ASP .NET Website -- 2

We have a website that allows interaction with a back office application and an sql database. This website allows users to self manage their accounts on the system including how they authenticate themselves at devices, what fund they have available, the ability to change PIN Number etc. This project is in 2 parts. 1. We need an additional page which will allow certain users the ability to manage a different user. The site already has the ability to check membership of AD groups so this can be used for access to the page. The page will then show the admin user a transaction history for the subject user, what funds they have and the tags against their account (how they identify themselves to devices). It will then allow the user to add or remove tags, follow an activate account routine or add or remove [login to view URL] of this functionality is already available wither to the user or admin user within the site but not all in one place or for one user. 2. There is the ability to license the site already available but this needs to be improved. Currently we place a license file into the \licences folder of the website root, the encrypted file looks at the MAC address of the server and also contains the customer name and what functionality is available. We need a status page which displays this information and will give access to the MAC address etc to create the license. We would also like the ability to remove the MAC address restriction for special license and also provide and expiry date.
