Develop an android application for existing desktop app

This is the third time I am posting this project. Last time there was not good bids and good freelancers , I hope this time there will be more better chances. We have developed a desktop application on .net & c# platform. Now we are going to develop an android application for that app. There are total 14 modules in desktop app , we want all 14 modules in our android app also. we have already started development for web backend . this is an ongoing project and we will continuously work and do research and development on this project for next 12 months. Work freelancer have to do is : 1) make a design for android app as same as desktop app, I will give complete idea about how exactly we want design ,so it will be helpful for freelancer. 2)After approval of design freelancer have to start work on development. Terms & Conditions : 1) We love the expert people ,but we hate to pay milestone. 2) we will not create any milestone before looking work,no matter how much experience or review freelancer has (our last freelancer asked us to create milestone,then we don't like his work and working style,so the case is still on dispute level,so we don't want to face same situation again. 3)Place bid and send proper proposal. all the best.
