Develop a Small iPhone and Android App

I am seeking a developer that can help me with iPhone and Android mobile app creation. This app is very basic -- it allows users to watch an MP4 sample / read accompanying text, and purchase the full version of the MP4 if they want to. This app will have the following features: 1) The front page 'splash screen' will display the logo. The user is then presented with a list of topics (we call them verticals). 2) When a user selects a vertical it plays an Mp4 sample - they then have the option to buy/download the full Mp4. 2b) While watching the sample / full mp4, they can toggle a button to let them read whats being said. Press button again to return to the video (See screenshot). 3) We will need the ability to send push notifications to users through the app as well. 4) The rest of the menu options link to the Facebook page group, and website.
