Android App to prove location at specific time - Re-posting

I'm looking for a way for someone to create a secure app. User logs in, input some job specific text details into a couple of text fields. Click through and use a stylus to sign acknowledgement and then send that back via email. The time and gps co-ordinates where the report was done need to be collected and put into the emailed form as proof that they were where they were supposed to be. This is not a big or difficult app, you won't get famous from it, and I'm not a serial entrepreneur. I'm ideally looking for someone that can implement this as a monthly subscription(hence the log-in) as well so experience with this would be a bonus, as would any experience with the Samsung S-Pen SDK, Tablet up-scaling or PDF Form handling. I already have a basic version of this app running using the Canvas Online Framework. I don't want to re-create Canvas, just what I've described above. I can show you the basics before you give me a true estimate of your time & cost. There is MySQL functionality available for recording subscriptions (although no work has been undertaken to develop the database or any features) or it can be done on an in-apptimed basis without the need for a login if this is simpler and will reduce development costs I have a detailed specification available to read which outlines every page of the app and all the functionality required. All of the design work has been completed by me using Adobe Fireworks utilizing the Android ICS scheme for compatibility. I have $200 on here ready and waiting to award as the initial milestone for the winning bidder. The winning bidder will need to show competence or experience dealing with PDF libraries and how this will be incorporated into the app. In order to stand out from the many competing bidders, please make your initial emails comprehensive and concise regarding this project, and your understanding of the spec as written. Not a history of every unrelated app your company has ever produced. If you have something that is related or interesting in relation to PDF, Stylus, GPS type projects it would be great to hear but I don't really need to spend hours trawling through flash games and the like as it doesnt really help me make a decision on how well you can integrate PDF libraries into Android. Apologies if this comes across as abrasive but I've just been seriously let down by a member of this site and am not looking forward to going through the whole tender process yet again.
