Asp.net VB project with Javascript list reordering

I need a page that would do the following in ASP.net VB 1. Load a list of items in page load, a simple list, 1 column, 10 rows. Just need sample list for this, I will edit afterward and put in real data. 2. Allow user to re-order the list by clicking an item in the list, highlighting it, and then press an up or down button to move the items position in the list. The item should stay highlighted after it is moved so it can continue to be moved. This part must be client side with Javascript. 3. On a button click read the values from the list the order they are displayed in on the client side.
