Need one ASP.NET page created with the following form elements:
DropDownList control initially populated from SQL Datasource. Will have a link next to the drop down list that pops open a modal box that will add a new element to the drop down list if it doesn't exist. After submitting modal form, the drop down list needs to be refreshed with the newly added entry and have it be selected.

I will need the associated .NET 3.5 web service associated with it to serve the JSON values back. The data is generic key/value pairs. Can this be made to work to still allow ASP.NET postbacks?
The last part will be a row consisting first of a drop down list (fixed values), followed by a textbox, then another drop down list (populated by a SQL Data Source). At the end of the row, will be a link that will pop open a modal window. This modal window will be a file selector which will show files that are located on the server. When a file is selected and the modal window is closed, the name of the file will be inputted into the textbox. There will be multiples of these rows, so a button will be required to dynamically add (or delete) these rows. Validation should be added to ensure that the textbox and both drop down lists are populated.
