Building a responsive HTML 5 website with a few interactions. Rush Project, very little time!

We are looking for an expert in HTML5 and CSS3 for multiple browsers to build a website. The website will have a few interactions and must work on latest browsers, especially IE7-9, Chrome, Opera, Firefox and Safari. The website must be responsive for 4 screen sizes. I have all the design files ready. I need you to get started right away. I need this project by the 27th. PLEASE REPLY ONLY IF YOU CAN MAKE THE DEADLINE.
