Clean Website Backlinks for Google Reconsideration - repost

I have a website that has been flagged by Google for "violating its quality guidelines." This apparently is the result of poor SEO work that I have hired out in the past. In any case, I need a reputable SEO expert to analyze my backlinks, do whatever possible to have the bad backlinks removed, generate a report of the work that has been done so I can provide it to Google with my Reconsideration Request and create the necessary Google Doc for the Google Disavow Tool for all sites that cannot be removed. I don't know much about this sort of stuff. All I can tell you is that when i run SEO Spyglass, it shows about 259 backlinks. When I pull the backlink report from the Google Webmaster Tool, it shows 2512 backlinks. I have no idea how to price this, but I would like to keep it under $100. Dependent on the quality of work on this project, I will then need help rebuilding my ranking and ongoing SEO help. If you need any questions answered to be able to bid out this project, please ask.
