Design a Custom WP Header - $10

Hi, I want a custom Wordpress header. It size should be 960 by 250 pixels. The background of this header should be white. In upper right corner, you should write 'As Seen On' Then you should put the logo of websites which I will provide you. You should adjust the logos in a way that the name of website should be visible. The letters in 'As Seen On' should be in bold.
