Custom vBulletin Theme Design + Website Splash Page

I need a custom designed vBulletin theme created for my new forum. The message board is themed around League of Legends. I also need a very basic website splash page created that will link up to the message board. I do not need any modifications added, I am purely interested in getting an aesthetically pleasing theme that looks good. The theme for the forum will need to be something based around dark colors - black/silver/dark blue/dark green or something like that. I will provide example images to be included if necessary. The website itself will be a simple page with a complementary design to the forum, which will include a link on the page directly to the forum. The bulk of the work I need done is to graphically create this. I am in need of someone with solid graphic design skills most importantly. Budget is low, would prefer to spend between $100 and $200 depending on quality, possibly higher. I will need to review previous designs that you have made in order to ensure that they are well made graphically and fit what I am looking for. Require someone who has strong English skills who can communicate effectively.
